CHICAGO | A 48-year-old Chicago man hired another man to kill his ex-wife while she was operating a Metra train last year, according to an FBI news release.

Theodore Howard has been charged as the result of a federal investigation into the shootings on two occasions in June 2007.

Howard was arrested Sunday in the 100 block of West 113th Place in Chicago on a charge of interference with the operation of a train and violating federal gun laws, both of which are felonies. During a federal court hearing Monday, a judge ordered Howard held without bond pending a court hearing Tuesday.

In court Monday, prosecutors accused Howard of hiring Telly Virgin to kill his ex-wife, who was employed by Metra as a train engineer.

Virgin was charged almost a year ago with taking part in the shooting. At the time, federal officials said Virgin was the one who fired the gun and Howard's name wasn't mentioned.

An indictment returned last week, and unsealed after Howard's arrest Sunday night, states the two men were attempting to hurt a railroad employee during the June 6 and June 8, 2007 shootings. No injuries were reported in either incident, according to an FBI news release.
