Middle-income households may qualify
NIPSCO has begun taking applications for a weatherization program that can include the free installation of a new furnace or other energy-saving devices in homes.
The NIPSCO Home Energy Solutions Weatherization Program is the first energy conservation program launched by the utility under a natural gas rate revision approved by state regulators in May.
"This program provides a chance to customers, who may not be able to afford them, to have energy-related home improvements done and get their energy bills down," said NIPSCO president Mark Maassel.
The program is open to NIPSCO natural gas customers who are owners of a single-family home or duplex, live in the residence and meet income guidelines.
A family of four could make up to $41,300 and qualify for the program. That is a higher income limit than most existing weatherization programs.
The utility soon will unveil more efforts tied to the conservation effort, which could involve rebates on thermostats, appliances and other programs. Those are expected to be open to all customers.
As approved by state regulators, up to $4 million in such conservation efforts will be funded out of a surcharge on customers' bills and $1 million from NIPSCO. Home Energy Solutions has been allotted $750,000.
Those who apply and are approved for work under Home Energy Solutions will first receive a free energy assessment of their home. The audit will determine what work is needed. That work can include the installation of insulation, sealants and energy-saving devices.
Residential customers will see sharply higher charges for natural gas use above a 200-therm threshold this winter, under the revision in NIPSCO gas rates approved by state regulators in May.
The Home Energy Solutions audit and installations will be done by the Indiana Community Action Association and its local affiliates. The association is licensed and insured as both a general contractor and a heating contractor.
The program is available on a first-come, first-served basis and will be available through April 1 or as long as funds last.
The new NIPSCO program will complement an existing Northwest Indiana Community Action Corp. weatherization program that has had a long waiting list in past years and serves lower income households.
