SPRINGFIELD, Ill. | Most state agencies would see spending increases under Gov. Rod Blagojevich's budget proposal. Here is a look at the budget for each agency and the percentage change from the previous year, along with some spending highlights:

AGING: $562.8 million; 10.5 percent increase

AGRICULTURE: $108.9 million; 0.3 percent decrease

CENTRAL MANAGEMENT SERVICES: $953.7 million; 1.1 percent decrease

CHILDREN AND FAMILY SERVICES: $1.33 billion; 0.3 percent increase

COMMERCE AND ECONOMIC OPPORTUNITY: $648.6 million; 11.2 percent decrease

CORRECTIONS: $1.30 billion; 6 percent increase

-- expand Sheridan Correctional Center from 950 inmates to full capacity at 1,300 inmates.

EMERGENCY MANAGEMENT: $474.7 million; 0.3 percent decrease

EMPLOYMENT SECURITY: $279.9 million; no increase or decrease

ENVIRONMENTAL PROTECTION: $286.4 million; 14.9 percent decrease

FINANCIAL AND PROFESSIONAL REGULATION: $104.1 million; 5.3 percent increase

HEALTHCARE AND FAMILY SERVICES: $17.1 billion; 6.3 percent increase

-- rate increases for health care practitioners.

HUMAN RIGHTS: $11.9 million; 26.8 percent increase

HUMAN SERVICES: $5.65 billion; 4 percent increase

--$1 an hour wage increase for home health care workers.

--3 percent cost-of-living wage increase for various workers, including early intervention, domestic violence and family case management.

--rate increases for child care providers.

LABOR: $6.8 million; 3.9 percent decrease

NATURAL RESOURCES: $232.1 million; 7.7 percent increase

PUBLIC HEALTH: $432.9 million; 7.6 percent increase

--$3 million increase in breast and cervical cancer screening for low-income women.

--$20 million increase in stem cell research funding.

REVENUE: 1.2 billion; 4.9 percent increase

STATE POLICE: $410.9 million; 5.5 percent increase

TRANSPORTATION: $2.2 billion; 1.1 percent decrease

VETERANS AFFAIRS: $104.1 million; 10.5 percent increase

--opening of 80-bed veterans home in LaSalle.
