INDIANAPOLIS | Promising a potential windfall for property tax relief, the state Senate voted 27-21 Thursday to allow slot machines at Indiana's two horse racing tracks.

Promoted as a lifeline for the state's sagging sport of kings, House Bill 1835 would allow Hoosier Park in Anderson and Indiana Downs in Shelbyville to each pay a $400 million licensing fee to install up to 1,500 slots.

Legislators are eyeing the potential bounty as an answer to cries for property tax relief, as well as calls to bankroll research grants for the state's life sciences industry. The latter goal was part Republican Gov. Mitch Daniels' push to lease the Hoosier Lottery, which is all but buried in the Democratic-controlled Indiana House.

HB 1835, which goes back to the House, also keeps open Majestic Casino's options to move within the city of Gary. Owner Don Barden has discussed that possibility with city leaders. He cannot move either of his casinos licences outside Gary unless he persuades legislators to change state law.

The legislation also would free riverboat casinos from the requirement to maintain working engines, which could mean administrative savings and staff reductions.
