ST. JOHN--Town wants to expand east 540 acres
ST. JOHN | The St. John Town Council could tonight begin the process of annexing more than 500 acres of unincorporated land northeast of town.
The council will consider on first reading an ordinance to annex about 540 acres. Approximately 380 acres of it is farmland, and the rest is residential, Town Manager Steve Kil said.
The council also is expected to consider adopting a fiscal plan for the annexation, which outlines the cost of annexation and the amount of tax revenue the annexation would generate, Kil said.
The town is considering the annexation as involuntary or hostile, because it does not know whether it will have consent from 100 percent of the property owners, Kil said.
Most of the homeowners in the annexation area signed a waiver when they bought their house, giving up their right to remonstrate against annexation. It's a deed restriction that runs with the land. The town already provides water and sewer utilities to those residents, Kil said.
Kil said he believes most of the residents realize they waived their right to remonstrate when they bought their home, and they anticipated eventually being incorporated.
"I don't think it's going to be that big of a surprise to anybody," he said.
The annexation includes the vicinity of Cline Street and 93rd avenues and stretches south along Blaine Street to 101st Avenue. About 200 homes are part of the area, which includes Tiburon and Grouse Pointe subdivisions, Kil said.
Tonight's Town Council meeting begins at 7 in Town Hall, 10955 W. 93rd Ave.
Kil said he does not know whether the public will have a chance to speak on the matter. That is up to the discretion of the council.
However, the town is required to have a public meeting before adopting the annexation ordinance on second reading. That meeting is tentatively scheduled for some time in August, Kil said.
Dyer, which is considering annexing about 4,000 acres south of its town limits, is hosting informational meetings with residents to discuss its proposed annexation.
Kil said he does not know whether St. John will host similar meeting for this proposed annexation. It depends on the direction of the Town Council, he said.
